Turn you, and take your journey, and go to the mount of the Amorites, and unto all the places nigh thereunto, in the plain, in the hills, and in the vale, and in the south, and by the sea side, to the land of the Canaanites, and unto Lebanon, unto the great river, the river Euphrates.

Behold, I have set the land before you: go in and possess the land which the Lord sware unto your fathers, Abraham, Isaac, and Jacob, to give unto them and to their seed after them.

And I spake unto you at that time, saying, I am not able to bear you myself alone:

10 The Lord your God hath multiplied you, and, behold, ye are this day as the stars of heaven for multitude.

11 (The Lord God of your fathers make you a thousand times so many more as ye are, and bless you, as he hath promised you!)

12 How can I myself alone bear your cumbrance, and your burden, and your strife?

13 Take you wise men, and understanding, and known among your tribes, and I will make them rulers over you.

14 And ye answered me, and said, The thing which thou hast spoken is good for us to do.

15 So I took the chief of your tribes, wise men, and known, and made them heads over you, captains over thousands, and captains over hundreds, and captains over fifties, and captains over tens, and officers among your tribes.

16 And I charged your judges at that time, saying, Hear the causes between your brethren, and judge righteously between every man and his brother, and the stranger that is with him.

17 Ye shall not respect persons in judgment; but ye shall hear the small as well as the great; ye shall not be afraid of the face of man; for the judgment is God's: and the cause that is too hard for you, bring it unto me, and I will hear it.

18 And I commanded you at that time all the things which ye should do.

19 And when we departed from Horeb, we went through all that great and terrible wilderness, which ye saw by the way of the mountain of the Amorites, as the Lord our God commanded us; and we came to Kadeshbarnea.

20 And I said unto you, Ye are come unto the mountain of the Amorites, which the Lord our God doth give unto us.

21 Behold, the Lord thy God hath set the land before thee: go up and possess it, as the Lord God of thy fathers hath said unto thee; fear not, neither be discouraged.

22 And ye came near unto me every one of you, and said, We will send men before us, and they shall search us out the land, and bring us word again by what way we must go up, and into what cities we shall come.

23 And the saying pleased me well: and I took twelve men of you, one of a tribe:

24 And they turned and went up into the mountain, and came unto the valley of Eshcol, and searched it out.

25 And they took of the fruit of the land in their hands, and brought it down unto us, and brought us word again, and said, It is a good land which the Lord our God doth give us.

26 Notwithstanding ye would not go up, but rebelled against the commandment of the Lord your God:

27 And ye murmured in your tents, and said, Because the Lord hated us, he hath brought us forth out of the land of Egypt, to deliver us into the hand of the Amorites, to destroy us.

28 Whither shall we go up? our brethren have discouraged our heart, saying, The people is greater and taller than we; the cities are great and walled up to heaven; and moreover we have seen the sons of the Anakims there.

29 Then I said unto you, Dread not, neither be afraid of them.

30 The Lord your God which goeth before you, he shall fight for you, according to all that he did for you in Egypt before your eyes;

31 And in the wilderness, where thou hast seen how that the Lord thy God bare thee, as a man doth bear his son, in all the way that ye went, until ye came into this place.

32 Yet in this thing ye did not believe the Lord your God,

33 Who went in the way before you, to search you out a place to pitch your tents in, in fire by night, to shew you by what way ye should go, and in a cloud by day.

34 And the Lord heard the voice of your words, and was wroth, and sware, saying,

35 Surely there shall not one of these men of this evil generation see that good land, which I sware to give unto your fathers.

36 Save Caleb the son of Jephunneh; he shall see it, and to him will I give the land that he hath trodden upon, and to his children, because he hath wholly followed the Lord.

37 Also the Lord was angry with me for your sakes, saying, Thou also shalt not go in thither.

38 But Joshua the son of Nun, which standeth before thee, he shall go in thither: encourage him: for he shall cause Israel to inherit it.

39 Moreover your little ones, which ye said should be a prey, and your children, which in that day had no knowledge between good and evil, they shall go in thither, and unto them will I give it, and they shall possess it.

40 But as for you, turn you, and take your journey into the wilderness by the way of the Red sea.

41 Then ye answered and said unto me, We have sinned against the Lord, we will go up and fight, according to all that the Lord our God commanded us. And when ye had girded on every man his weapons of war, ye were ready to go up into the hill.

42 And the Lord said unto me, Say unto them. Go not up, neither fight; for I am not among you; lest ye be smitten before your enemies.

43 So I spake unto you; and ye would not hear, but rebelled against the commandment of the Lord, and went presumptuously up into the hill.

44 And the Amorites, which dwelt in that mountain, came out against you, and chased you, as bees do, and destroyed you in Seir, even unto Hormah.

45 And ye returned and wept before the Lord; but the Lord would not hearken to your voice, nor give ear unto you.

46 So ye abode in Kadesh many days, according unto the days that ye abode there.

Study Deuteronomy Carefully
—The book of Deuteronomy should be carefully studied by those living on the earth today. It contains a record of the instruction given to Moses to give to the children of Israel. In it the law is repeated....The law of God was often to be repeated to Israel. That it precepts might not be forgotten, it was to be kept before the people, and was ever to be exalted and honored. Parents were to read the law to their children, teaching it to them line upon line, precept upon precept. And on public occasions the law was to be read in the hearing of all the people.Upon obedience to this law depended the prosperity of Israel. If they were obedient, it would bring them life; if disobedient, death (The Review and Herald, December 31, 1903).(Exodus 1:1). Study Deuteronomy and Exodus More—We do not make enough of Deuteronomy and Exodus. These books record the dealings of God with Israel. God took the Israelites from slavery, and led them through the wilderness to the promised land (Manuscript 11, 1903).

The word Suph here used does not signify the Red - Sea, which is commonly called jam - suph, and which was at too great a distance, but some oiher place now unknown to us, (as also most of the following places are) so called from the reeds or flags, or rushes (which that word signifies) that grew in or near it. Paran - Not that (Numbers 10:12) , which there and elsewhere is called the Wilderness of Paran, and which was too remote, but some other place called by the same name. Laban, Hazeroth, and Dizahab - These places seem to be the several bounds, not of the whole country of Moab, but of the plain of Moab, where Moses now was.

According to verse Deu 1:3, Moses acted on the authority of God since his inspired words were in accordance with the commandments that God had given. to all Israel. This expression is used twelve times in this book and emphasizes the unity of Israel, and the universal applications of these words. the plain opposite Suph. Except for Jordan and the Arabah, the exact location of the places named in Deu 1:1 is not known with certainty, although they may have been along Israel's route north from the Gulf of Aqabah (cf. Num. 33). The plain referred to is the large rift valley that extends from the Sea of Galilee in the north to the Gulf of Aqabah in the south. Israel was camped east of the Jordan River in this valley.

the land. The land that the Lord set before Israel to go in and possess was clearly described in verse Deu 1:7. The mountains of the Amorites referred to the hill country west of the Dead Sea. The plain (Arabah) was the land in the rift valley from the Sea of Galilee in the north to the Dead Sea in the south. The mountains were the hills that run north and south through the center of the land. These hills are to the west of the Sea of Galilee and the Jordan River. The lowland referred to the low, rolling hills that sloped toward the Mediterranean coast (Shephelah). The south (Negev) described the dry wasteland stretching southward from Beersheba to the wilderness. The seacoast referred to the land along the Mediterranean Sea. The boundaries of the land of the Canaanites were given in Num 34:1-15. Lebanon to the north marked the northwestern boundary on the coast. The northeast boundary of the land was the Euphrates River. Cf. Num 34:1-12.

God's command to take possession of this land by conquest was based on the promise of the land that had been given in a covenant to Abraham (Gen 15:18-21) and reiterated to Isaac and Jacob (Gen 26:3-5; Gen 28:13-15; Gen 35:12). These three patriarchs are mentioned seven times in Deuteronomy (Deu 1:8; Deu 6:10; Deu 9:5, Deu 9:27; Deu 29:13; Deu 30:20; Deu 34:4). The Lord sealed His promise to the patriarchs with an oath indicating that He would never change His plan (cf. Psa 110:4).

Judges provided for the people.
Moses reminds the people of the happy constitution of their government, which might make them all safe and easy, if it was not their own fault. He owns the fulfilment of God's promise to Abraham, and prays for the further accomplishment of it. We are not straitened in the power and goodness of God; why should we be straitened in our own faith and hope? Good laws were given to the Israelites, and good men were to see to the execution of them, which showed God's goodness to them, and the care of Moses.

And I spoke unto you at that time.He does not here say that the counsel was suggested to him from another quarter, as to the appointment of the judges; but, perhaps, he dared not mention any name to these proud and perverse people, lest they should reject the thing which was otherwise good, from dislike of its author, as a foreigner. No doubt he is here recounting what had before happened; therefore he confesses himself, from his own personal feelings, unequal to bearing the burden, if he alone is set over the whole people. He adduces as the cause the immense multitude amongst whom there must necessarily arise many strifes and controversies. As to what he says of their increase, the commencement of its period must not be taken from the Exodus, but he commemorates the extraordinary and incredible favor of God, because they had so largely multiplied under the cruel tyranny when they were doomed to total destruction; and he adds a prayer, that for the future also the same blessing may attend them. Yet in these words he reminds them that the burden of government would become daily more arduous and weighty; whereby he may more readily persuade them to provide at once for what could not be eventually avoided.

Israel's Invisible Leader Ruled Through Visible Agents
—The Lord God of heaven is our Leader. He is a leader whom we can safely follow; for He never makes a mistake. Let us honor God and His Son Jesus Christ, through whom He communicates with the world. It was Christ who gave to Moses the instruction that He gave to the children of Israel. It was Christ who delivered the Israelites from Egyptian bondage. Moses and Aaron were the visible leaders of the people. To Moses instruction was given by their invisible Leader, to be repeated to them.Had Israel obeyed the directions given them by Moses, not one of those who started on the journey from Egypt would in the wilderness have fallen a prey to disease or death. They were under a safe Guide. Christ had pledged Himself to lead them safely to the promised land if they would follow His guidance. This vast multitude, numbering more than a million people, was under His direct rule. They were His family. In every one of them He was interested (Manuscript 144, 1903).

Take you wise men. Hence it more plainly appears that those who were to preside in judgment were not appointed only by the will of Moses, but. elected by the votes of the people. And this is the most desirable kind c f liberty, that we should not be compelled to obey every’ person who may be tyrannically put over our heads; but which allows of election, so that no one should rule except he be approved of by us. And this is further confirmed in the next verse, wherein Moses recounts that he awaited the consent of the people, and that nothing was attempted which did not please them all. Again, he does not here mention the same virtues as inExodus 18; but only distinguishes the judges by three qualifications, viz., that they should be wise, and understanding, and experienced, all of which are comprised under one head, that they should possess acuteness of intellect and prudence, confirmed by experience and practice; for neither the greatest probity nor diligence would be sufficient; for the office of ruler, apart from skill and sagacity.But the first epithet which the Hebrews often apply in a bad sense to the crafty and deceitful, here means acute and perspicacious. Choose wise … men. The fulfillment of God's promise to give Abraham such a large posterity created a problem for Moses. The nation had become too large for Moses to govern effectively. The solution was the appointment by Moses of men to help him lead the people (see Exo 18:13-27). These men were to be (1) wise, i.e., men who knew how to apply their knowledge; (2) understanding, i.e., those who had discernment and so were able to judge; and (3) knowledgeable, i.e., experienced and respected. Cf. Exo 18:21.

And ye murmured in your tents.Elsewhere he says that they also wept; here he only speaks of their murmuring, which better suited his reproof. He then reminds them how malignant had been their ingratitude and perversity in upbraiding God on account of the special blessing which He had conferred upon them, as if He had done them a grievous injury. He could not have afforded them a more manifest proof of His paternal love towards them than by their deliverance. Most iniquitous, therefore, is their mode of repaying Him, viz., by complaining that they had been cruelly brought forth to die, and by construing into hatred His exceeding great love. It is clear from the next verse that, although Moses does not relate the details in their proper order, there is still no contradiction in his words. A little before, he had seemed to give unqualified praise to the spies, as if they had performed their office honestly and faithfully, but now, from the language of the people, he shows that they were the authors of the revolt, inasmuch as they rendered inert, by the terror they inspired, those whom they ought to have encouraged.

Then I said unto you, Dread not.He here omits the address of Caleb and Joshua: since he only states briefly the heads of what he had spoken to the people. He merely shows that, when he endeavored to recall them to their right senses, his efforts and pains were ineffectual. Moreover, he reasons from experience that they might well place their hopes in the assistance of God, because He went before them as a light; and, in proof of this, he reminds them that, after the discomfiture of the Egyptians, He did not fail still to exert His power, so as to protect even to the end those whom He had once delivered. It was not any other sin shut them out of Canaan, but their disbelief of that promise, which was typical of gospel grace: to signify that no sin will ruin us but unbelief, which is a sin against the remedy; and therefore without remedy.

in the fire … and in the cloud. The cloud by day and the fire by night were the means of God's direction for Israel in the wilderness (Exo 13:21; Num 9:15-23). The Lord who guided Israel through the wandering journey was the same Lord who had already searched out a place for Israel in the land. And the Lord heard the voice of your words.I have shown elsewhere what is meant by God’s hearing,i.e., that nothing can be concealed from Him, but that tie will take account of and judge all our words and deeds And this is worthy of our observation; for men would never dare to murmur against Him, unless they promised themselves impunityfrom His not being present. Secondly, we learn from hence, that God, who is a just Judge, does not proceed hastily and without cause to inflict punishment on men, and that He does not manifest severity without a full examination of the case. The Lord was also angry with me. Although his disobedience occurred almost thirty-nine years after the failure of Israel at Kadesh (Num 20:1-13), Moses included it here with Israel's disobedience of the Lord because his disobedience was of the same kind. Moses, like Israel, failed to honor the word of the Lord and thus, in rebellion for self-glory, disobeyed God's clear command and struck the rock rather than speaking to it. Thus, he suffered the same result of God's anger and, like Israel, was not allowed to go into the land (Num 20:12).

Then ye answered and said unto me.The repentance was too late, which impelled the Israelites to their unseasonable effort of activity; although, as I have above explained, they did not truly and seriously repent, since, when they ought patiently to have borne the chastening of God, they endeavored to shake it off, and to drive it far away from them by a new act of disobedience. In a word, they did nothing else but kick against the pricks. But such is the energy of men, when their own fancy leads them, that they will dare anything which God forbids. This time they rebelled by attempting to go in and conquer the land, only to be chased back by the Amorites. The Lord showed His displeasure by not helping them or sympathizing with their defeat; for that generation, there was no escape from death in the desert during the next thirty-eight years (cf. Num. Deu 1:15-19).
