1 At the end of every seven years thou shalt make a release.

And this is the manner of the release: Every creditor that lendeth ought unto his neighbour shall release it; he shall not exact it of his neighbour, or of his brother; because it is called the Lord's release.

Of a foreigner thou mayest exact it again: but that which is thine with thy brother thine hand shall release;

Save when there shall be no poor among you; for the Lord shall greatly bless thee in the land which the Lord thy God giveth thee for an inheritance to possess it:

At the end of every seven years … grant a release of debts. The sabbatical year was established and described in Exo 23:10-11; Lev 25:1-7. However, while these texts stated that in the seventh year the land was to lie fallow without any crops being planted, only here did Moses prescribe a cancellation of debts. On the basis of verses Deu 15:9-11, the debt was canceled completely and permanently, not just a cancellation of payment during that year.

Every creditor - Here is, a law for poor, insolvent debtors. Every seventh year was a year of release, when among other acts of grace, this was one, that every Israelite, who had borrowed money, and had not been able to pay it before, should this year be released from it. And tho' if he was able, he was bound in conscience to pay it afterwards, yet it could not be recovered by law. His brother - This is added to limit the word neighbour, which is more general, unto a brother, in nation and religion, an Israelite. The Lord's release - Or, a release for the Lord, in obedience to his command, for his honour, and as an acknowledgment of his right in your estates, and of his kindness in giving and continuing them to you.

except when there may be no poor. Idealistically, there was the possibility that poverty would be eradicated in the land "for the Lord will greatly bless you in the land." The fullness of that blessing, however, would be contingent on the completeness of Israel's obedience. Thus, verses Deu 15:4-6 were an encouragement to strive for a reduction of poverty while, at the same time, they empasized the abundance of the provision God would make in the Promised Land.

—Deuteronomy contains much instruction regarding what the law is to us, and the relation we shall sustain to God as we reverence and obey His law.We are God's servants, doing His service. Into the great web of life we are to draw no thread of selfishness; for this would spoil the pattern. But, oh, how thoughtless men are apt to be! How seldom do they make the interests of God's suffering ones their own. The poor are all around them, but they pass on, thoughtless and indifferent, regardless of the widows and orphans who, left without resources, suffer, but do not tell their need. If the rich would place a small fund in the bank, at the disposal of the needy ones, how much suffering would be saved. The holy love of God should lead every one to see that it is his duty to care for some other one, and thus keep alive the spirit of benevolence.... With what goodness, mercy, and love God lays His requirements before His children, telling them what they are to do. He honors us by making us His helping hand. Instead of complaining, let us rejoice that we have the privilege of serving under so good and merciful a Master (Letter 112, 1902).

We are to remember that we are debtors to Divine justice, and have nothing to pay with. That we are slaves, poor, and perishing. All the firstborn … sanctify. The firstborn was the first to be produced during the bearing life of an animal. It was to be consecrated to the Lord. The firstborn would be sacrificed annually and the offerers would participate in the sacrificial meal (see Deu 14:23). nor shear. The firstborn ox or bull was not to be worked, nor was the firstborn sheep or goat to be shorn in the time before their sacrifice to the Lord.
