1 Nevertheless the dimness shall not be such as was in her vexation, when at the first he lightly afflicted the land of Zebulun and the land of Naphtali, and afterward did more grievously afflict her by the way of the sea, beyond Jordan, in Galilee of the nations.

2 The people that walked in darkness have seen a great light: they that dwell in the land of the shadow of death, upon them hath the light shined.

3 Thou hast multiplied the nation, and not increased the joy: they joy before thee according to the joy in harvest, and as men rejoice when they divide the spoil.

Nevertheless - The calamity of this land and its inhabitants shall be great, yet not such as that which was brought upon it by the king of Assyria, who at first indeed dealt more gently with them, but afterwards rooted them out. He - God. Zebulun - These parts are particularly mentioned, because this storm fell most heavily upon them; but under them the other parts of the land are understood. Afterward - By Shalmaneser, who took Samaria, and carried Israel into captivity, (2 Kings 17:5-6) . Of which calamity, though yet to come, he speaks as if it were past, as the manner of the prophet is. The sea - In that part of the land which borders upon the sea, the lake Genesareth, upon which the portions of Zebulun and Naphtali bordered. Galilee - Or, Galilee of the Gentiles, namely, the upper Galilee, so called because it bordered upon the Gentiles.

Zebulun … Naphtali … Galilee. Zebulun and Naphtali on the northern border in northeast Galilee, west of the Jordan River, were the first to suffer from the invasion by the Assyrian king (2Ki 15:29), marking the beginning of dark days for Israel. more heavily oppressed her. A better translation is "will glorify her." "At first" the days were to be full of gloom, but "afterward" God would transform that gloom into honor. The NT applies this prophecy of Galilee's honor to the time of Jesus Christ's first advent (Mat 4:12-16). Mat 4:15-16 quotes Isa 9:1-2 directly. Ultimately, its fulfillment will come at His second advent when the area is freed from the yoke of foreign invaders.

For - Having spoken of the glorious light, and joy, and victory of God's people, he now proceeds to shew the ground of it. Us - Unto us Jews, of whom Christ was born, and to whom he was primarily sent. A child - The Messiah by the consent of interpreters, not only Christian, but Jewish: for so the ancient Hebrew doctors understood the place, and particularly the Chaldee paraphrast; although the latter Jews, out of opposition to Christ, wrest it to Hezekiah. Which extravagant conceit, as it hath no foundation in this or any other text of scripture, so it is fully confuted by the following titles, which are such as cannot without blasphemy and nonsense be ascribed to Hezekiah, nor indeed to any mere mortal man, as we shall see. Is born - Or, shall be born, as the prophets generally speak. The government - Of God's people, to whom he is given. Shoulders - Upon him, or in his hands. He mentions shoulders, because great burdens are commonly laid upon men's shoulders. His name - This is not to be taken for a description of his name, but of his glorious nature and qualities. Wonderful counsellor - And so Christ is, because he hath been the counsellor of his church in all ages, and the author and giver of all those excellent counsels delivered not only by the apostles, but also by the prophets, and hath gathered and enlarged, and preserved his church, by admirable counsels and methods of his providence, and, in a word, hath in him all the treasures of wisdom and knowledge, (Colossians 2:3) . Mighty God - This title can agree to no man but Christ, who was God as well as man, to whom the title of God or Jehovah is given, both in the Old and New Testament. And it is a true observation, that this Hebrew word El is never used in the singular number, of any creature, but only of the almighty God. The father - The father of eternity. Who, though as man he was then unborn, yet was and is from everlasting to everlasting.

Child … Son. These terms elaborate further on Immanuel, the child to be born to the virgin (Isa 7:14). The virgin's child will also be the royal Son of David, with rights to the Davidic throne (Isa 9:7; cf. Mat 1:21; Luk 1:31-33; Luk 2:7, Luk 2:11). government. In fulfillment of this verse and Psa 2:9, the Son will rule the nations of the world (Rev 2:27; Rev 19:15). Wonderful, Counselor. The remaining three titles each consist of two words, so the intention was probably that each pair of words indicate one title. Here, the title would be "Wonderful Counselor." In contrast to Ahaz, this King will implement supernatural wisdom in discharging His office (cf. 2Sa 16:23; 1Ki 3:28). Mighty God. As a powerful warrior, the Messiah will accomplish the military exploits mentioned in Isa 9:3-5 (cf. Isa 10:21; Deu 10:17; Neh 9:32). Everlasting Father. The Messiah will be a Father to His people eternally. As Davidic King, He will compassionately care for and discipline them (Isa 40:11; Isa 63:16; Isa 64:8; Psa 68:5-6; Psa 103:13; Pro 3:12). Prince of Peace. The government of Immanuel will procure and perpetuate peace among the nations of the world (Isa 2:4; Isa 11:6-9; Mic 4:3).

There is no end to the increase of its peace, for the happiness of its subjects shall last for ever. The exact agreement of this prophecy with the doctrine of the New Testament, shows that Jewish prophets and Christian teachers had the same view of the person and salvation of the Messiah. To what earthly king or kingdom can these words apply? Give then, O Lord, to thy people to know thee by every endearing name, and in every glorious character. Give increase of grace in every heart of thy redeemed upon earth.
