The apostle, standing on the shore, saw a savage beast rise out of the sea; a tyrannical, idolatrous, persecuting power, springing up out of the troubles which took place. It was a frightful monster! It appears to mean that worldly, oppressing dominion, which for many ages, even from the times of the Babylonish captivity, had been hostile to the church. The first beast then began to oppress and persecute the righteous for righteousness' sake, but they suffered most under the fourth beast of Daniel, (the Roman empire,) which has afflicted the saints with many cruel persecutions. The source of its power was the dragon. It was set up by the devil, and supported by him. The wounding the head may be the abolishing pagan idolatry; and the healing of the wound, introducing popish idolatry, the same in substance, only in a new dress, but which as effectually answers the devil's design. The world admired its power, policy and success. They paid honour and subjection to the devil and his instruments. It exercised infernal power and policy, requiring men to render that honour to creatures which belongs to God alone. Yet the devil's power and success are limited. And I stood on the sand of the sea - This also was in the vision. And I saw - Soon after the woman flew away. A wild beast coming up - He comes up twice; first from the sea, then from the abyss. He comes from the sea before the seven phials; "the great whore" comes after them. O reader, this is a subject wherein we also are deeply concerned, and which must he treated, not as a point of curiosity, but as a solemn warning from God! The danger is near. Be armed both against force and fraud, even with the whole armour of God. Out of the sea - That is, Europe. So the three woes (the first being in Persia, the second about the Euphrates) move in a line from east to west. This beast is the Romish Papacy, as it came to a point six hundred years since, stands now, and will for some time longer. To this, and no other power on earth, agrees the whole text, and every part of it in every point; as we may see, with the utmost evidence, from the propositions following: It is one and the same beast, having seven heads, and ten horns, which is described in this and in the seventeenth chapter. Of consequence, his heads are the same, and his horns also. This beast is a spiritually secular power, opposite to the kingdom of Christ. A power not merely spiritual or ecclesiastical, nor merely secular or political but a mixture of both. He is a secular prince; for a crown, yea, and a kingdom are ascribed to him. And yet he is not merely secular; for he is also a false prophet. The beast has a strict connexion with the city of Rome. This clearly appears from the seventeenth chapter. The beast is now existing. He is not past. for Rome is now existing; and it is not till after the destruction of Rome that the beast is thrown into the lake. He is not altogether to come: for the second woe is long since past, after which the third came quickly; and presently after it began, the beast rose out of the sea. Therefore, whatever he is, he is now existing. The beast is the Romish Papacy. This manifestly follows from the third and fourth propositions; the beast has a strict connexion with the city of Rome; and the beast is now existing: therefore, either there is some other power more strictly connected with that city, or the Pope is the beast. The Papacy, or papal kingdom, began long ago. The most remarkable particulars relating to this are here subjoined; taken so high as abundantly to show the rise of the beast, and brought down as low as our own time, in order to throw a light on the following part of the prophecy: A.D. 1033. Benedict the Ninth, a child of eleven years old, is bishop of Rome, and occasions grievous disorders for above twenty years. A.D. 1048 Damasus II. introduces the use of the triple crown. A.D. 1058 The church of Milan is, after long opposition, subjected to the Roman. A.D. 1073Hildebrand, or Gregory VII., comes to the throne. A.D. 1076 He deposes and excommunicates the emperor. A.D. 1077 He uses him shamefully and absolves him. A.D. 1080 He excommunicates him again, and sends a crown to Rodulph, his competitor. A.D. 1083Rome is taken. Gregory flees. Then I stood. Most manuscripts read "he stood," referring again to the dragon, or Satan (cf. Rev 12:9, Rev 12:17). He takes a position in the midst of the nations of his world, represented by the sand of the sea. a beast. Lit. "a monster" (cf. Rev 11:7), which describes a vicious, killing animal. In this context, the term represents both a person (Antichrist) and his system (the world). The final satanic world empire will be inseparable from the demon-possessed man who leads it. For a discussion of Antichrist, see notes on 2Th 2:3-11. He is also described in Dan 7:8, Dan 7:21-26; Rev 8:23-25; Rev 9:24-27; Rev 11:36-45. rising up out of the sea. The sea represents the abyss or pit, the haunt of demons (cf. Rev 11:7; Rev 17:8; Rev 20:1; Luk 8:31). The picture is of Satan summoning a powerful demon from the abyss, who then activates and controls the beast (Antichrist) and his empire. seven heads and ten horns. This description is like that of Satan in Rev 12:3. The heads may represent successive world empires-Egypt, Assyria, Babylon, Medo-Persia, Greece, Rome, and the final kingdom of Antichrist (see notes on Rev 17:9-10). The final one is made up of all the kingdoms represented by the horns (see notes for Rev 17:12). Ten is a number that symbolizes the totality of human military and political power assisting the beast (Antichrist) as he controls the world. Horns always represent power, as in the animal kingdom-both offensive power (attack) and defensive power (protection). Daniel shows that the human Antichrist will rise up from these ten kings (Dan 7:16-24). John picks up the numerical imagery of Dan 2:41-42, which refers to the ten toes on the statue's clay and iron feet. The apostle sees the beast as the final world government-the anti-Christ, anti-God coalition-headed by a revived Roman Empire, having the strengths of various world powers, yet mixed with weakness and ultimately crushed (cf. Dan 2:32-45; Rev 7:7-8, Rev 7:19-25; see note on Rev 12:3). The crowns show the regal dominion of this confederate kingdom. blasphemous name. Throughout history, every time a monarch has identified himself as a god, he has blasphemed the true God. Each ruler who contributes to the beast's final coalition has an identity, wears a crown, exerts dominion and power, and, therefore, blasphemes God.

The leopard and subsequent animal symbols were all native wildlife in Palestine, familiar to John's readers. bear. A metaphor for the ancient Medo-Persian Empire, depicting that kingdom's ferocious strength, combined with its great stability (cf. Dan 7:5). lion. —“And every man that hath this hope in him purifieth himself, even as he is pure.” In a little while every one who is a child of God will have His seal placed upon him. O that it may be placed upon our foreheads! Who can endure the thought of being passed by when the angel goes forth to seal the servants of God in their foreheads (The Review and Herald, May 28, 1889)?Passport to the Holy City—Only those who receive the seal of the living God will have the passport through the gates of the Holy City. But there are many who take upon themselves responsibilities in connection with the work of God who are not wholehearted believers, and while they remain thus cannot receive the seal of the living God. They trust in their own righteousness, which the Lord accounts as foolishness (Letter 164, 1909).The Mark of Distinction—Those who would have the seal of God in their foreheads must keep the Sabbath of the fourth commandment. This is what distinguishes them from the disloyal, who have accepted a man-made institution in the place of the true Sabbath. But more likely, it refers to a fake death and resurrection enacted by the Antichrist, as part of his lying deception. Cf. verses Rev 13:12, Rev 13:14; Rev 17:8, Rev 17:11; 2Th 2:9. world marveled. People in the world will be astounded and fascinated when Antichrist appears to rise from the dead. God will allow him to utter his blasphemies, to bring the rage of Satan to its culmination on earth for three and one-half years (Rev 13:5; Rev 11:2-3; Rev 12:6, Rev 13:13-14). forty-two months. The final three and one-half years-1,260 days-of the "time of Jacob's trouble" (Jer 30:7) and Daniel's seventieth week (Dan 9:24-27), known as the Great Tribulation (see notes on Rev 11:2; Rev 12:6; cf. Dan 7:25). This last half is launched by the abomination of desolations (see note on Mat 24:15).

A wild beast rises out of the sea, to whom the dragon gives his power.
The apostle, standing on the shore, saw a savage beast rise out of the sea; a tyrannical, idolatrous, persecuting power, springing up out of the troubles which took place. It was a frightful monster! It appears to mean that worldly, oppressing dominion, which for many ages, even from the times of the Babylonish captivity, had been hostile to the church. The first beast then began to oppress and persecute the righteous for righteousness' sake, but they suffered most under the fourth beast of Daniel, (the Roman empire,) which has afflicted the saints with many cruel persecutions. The source of its power was the dragon. It was set up by the devil, and supported by him. The wounding the head may be the abolishing pagan idolatry; and the healing of the wound, introducing popish idolatry, the same in substance, only in a new dress, but which as effectually answers the devil's design. The world admired its power, policy and success. They paid honour and subjection to the devil and his instruments. It exercised infernal power and policy, requiring men to render that honour to creatures which belongs to God alone. Yet the devil's power and success are limited. Christ has a chosen remnant, redeemed by his blood, recorded in his book, sealed by his Spirit; and though the devil and antichrist may overcome the body, and take away the natural life, they cannot conquer the soul, nor prevail with true believers to forsake their Saviour, and join his enemies. Perseverance in the faith of the gospel and true worship of God, in this great hour of trial and temptation, which would deceive all but the elect, is the character of those registered in the book of life. This powerful motive and encouragement to constancy, is the great design of the whole Revelation.

Book of Life. See note on Rev 3:5. Lamb slain. The Lord Jesus who died to purchase the salvation of those whom God had chosen was fulfilling an eternal plan. from the foundation of the world. According to God's eternal, electing purpose before creation, the death of Christ seals the redemption of the elect forever (cf. Act 2:23; Act 4:27-28). Antichrist can never take away the salvation of the elect. The eternal registry of the elect will never be altered, nor will the saved in the Antichrist's day worship him.

Another beast, which has two horns like a lamb, but speaks as a dragon.
Those who understand the first beast to denote a worldly power, take the second to be also a persecuting and assumed power, which acts under the disguise of religion, and of charity to the souls of men. It is a spiritual dominion, professing to be derived from Christ, and exercised at first in a gentle manner, but soon spake like the dragon. Its speech betrayed it; for it gives forth those false doctrines and cruel decrees, which show it to belong to the dragon, and not to the Lamb. It exercised all the power of the former beast. It pursues the same design, to draw men from worshipping the true God, and to subject the souls of men to the will and control of men. The second beast has carried on its designs, by methods whereby men should be deceived to worship the former beast, in the new shape, or likeness made for it. By lying wonders, pretended miracles. And by severe censures. Also by allowing none to enjoy natural or civil rights, who will not worship that beast which is the image of the pagan beast. It is made a qualification for buying and selling, as well as for places of profit and trust, that they oblige themselves to use all their interest, power, and endeavour, to forward the dominion of the beast, which is meant by receiving his mark. To make an image to the beast, whose deadly wound was healed, would be to give form and power to his worship, or to require obedience to his commands. To worship the image of the beast, implies being subject to those things which stamp the character of the picture, and render it the image of the beast. The number of the beast is given, so as to show the infinite wisdom of God, and to exercise the wisdom of men. The number is the number of a man, computed after the usual manner among men, and it is 666. What or who is intended by this, remains a mystery. To almost every religious dispute this number has yet been applied, and it may reasonably be doubted whether the meaning has yet been discovered. But he who has wisdom and understanding, will see that all the enemies of God are numbered and marked out for destruction; that the term of their power will soon expire, and that all nations shall submit to our King of righteousness and peace.

—Here is a striking figure of the rise and growth of our own nation. And the lamblike horns, emblems of innocence and gentleness, well represent the character of our government, as expressed in its two fundamental principles, republicanism and Protestantism (The Spirit of Prophecy 4:277).Shield of Omnipotence Over America—The United States is a land that has been under the special shield of the Omnipotent One. God has done great things for this country, but in the transgression of His law, men have been doing a work originated by the man of sin. Satan is working out his designs to involve the human family in disloyalty (Manuscript 17, 1906).The Prospect Before Us—Prophecy represents Protestantism as having lamblike horns, but speaking like a dragon. Already we are beginning to hear the voice of the dragon. There is a satanic force propelling the Sunday movement, but it is concealed. Even the men who are engaged in the work, are themselves blinded to the results which will follow their movement.Let not the commandment-keeping people of God be silent at this time, as though we gracefully accepted the situation. another beast. This is the final false prophet (called such in Rev 16:13; Rev 19:20; Rev 20:10) who promotes Antichrist's power and convinces the world to worship him as God. This companion beast will be the chief, most persuasive proponent of satanic religion (cf. Rev 16:13; Rev 19:20; Rev 20:10). Antichrist will be primarily a political and military leader, but the false prophet will be a religious leader. Politics and religion will unite in a worldwide religion of worshiping the Antichrist (see Rev 17:1-9, Rev 13:15-17). out of the earth. Likely another reference to the abyss that lies below the earth. The false prophet will be sent forth and controlled by a powerful demon from below. The earth imagery, in contrast to that of the foreboding, mysterious sea in verse Rev 13:1, may imply that the false prophet is subtler and more winsome than Antichrist. two horns like a lamb. This describes the relative weakness of the false prophet compared to Antichrist, who has ten horns. A lamb has only two small bumps on its head, very inferior to the ten-horned beast. like a lamb. The lamb imagery may also imply that the false prophet will be also a false Christ masquerading as the true Lamb. Unlike Antichrist, the false prophet will come not as a killing, destroying animal, but as one who appears gentle and deceptively attractive. spoke like a dragon. The false prophet will be Satan's mouthpiece and, thus, his message will be like the dragon, Satan-the source of all false religion (cf. 2Co 11:14).

He, too, will have worldwide influence and reputation as a miracle worker and speaker. causes … to worship. "He causes" is used eight times of him. He wields influence to establish a false world religion headed by Antichrist and to entice people to accept that system. whose deadly wound was healed. See notes on verse Rev 13:3; Rev 17:8. This likely refers to the carefully crafted deception of a false resurrection, a false murder to inspire allegiance for the world.

—The time is at hand when Satan will work miracles to confirm minds in the belief that he is God. All the people of God are now to stand on the platform of truth as it has been given in the third angel's message. All the pleasant pictures, all the miracles wrought, will be presented in order that, if possible, the very elect will be deceived. The only hope for anyone is to hold fast the evidences that have confirmed the truth in righteousness (The Review and Herald, August 9, 1906).Miracles Wrought Under Supervision of the Enemy—[Matthew 7:21-23 quoted.] These may profess to be followers of Christ, but they have lost sight of their Leader. They may say, “Lord, Lord”; they may point to the sick who are healed through them, and to other marvelous works, and claim that they have more of the Spirit and power of God than is manifested by those who keep His law. But their works are done under the supervision of the enemy of righteousness, whose aim it is to deceive souls, and are designed to lead away from obedience, truth, and duty. —We are nearing the close of this earth's history. Satan is making desperate efforts to make himself god, to speak and act like God, to appear as one who has a right to control the consciences of men. He strives with all his power to place a human institution in the position of God's holy rest day. Under the jurisdiction of the man of sin, men have exalted a false standard in complete opposition to God's enactment. Each Sabbath institution bears the name of its author, an ineffaceable mark showing the authority of each. The first day of the week has not one particle of sanctity. It is the production of the man of sin, who strives in this way to counterwork God's purposes.God has designated the seventh day as His Sabbath. [Exodus 31:13, 17, 16 quoted.]Thus the distinction is drawn between the loyal and the disloyal. Those who desire to have the seal of God in their foreheads must keep the Sabbath of the fourth commandment. Thus they are distinguished from the disloyal, who have accepted a manmade institution in place of the true Sabbath. The observance of God's rest day is a mark of distinction between him that serveth God and him that serveth Him not (The Review and Herald, April 23, 1901).

—All heaven is interested in our salvation. The angels of God are walking up and down the streets of these cities, and marking the deeds of men. They record in the books of God's remembrance the words of faith, the acts of love, the humility of spirit; and in that day when every man's work shall be tried of what sort it is, the work of the humble follower of Christ will stand the test, and will receive the commendation of Heaven (The Review and Herald, September 16, 1890).As Accurate as Photographer's Plate—All of us, as beings blessed of God with reasoning powers, with intellect and judgment, should acknowledge our accountability to God. The life He has given us is a sacred responsibility, and no moment of it is to be trifled with; for we shall have to meet it again in the record of the judgment. In the books of heaven our lives are as accurately traced as in the picture on the plate of the photographer. Not only are we held accountable for what we have done, but for what we have left undone. Those who understand the first beast to denote a worldly power, take the second to be also a persecuting and assumed power, which acts under the disguise of religion, and of charity to the souls of men. It is a spiritual dominion, professing to be derived from Christ, and exercised at first in a gentle manner, but soon spake like the dragon. Its speech betrayed it; for it gives forth those false doctrines and cruel decrees, which show it to belong to the dragon, and not to the Lamb. It exercised all the power of the former beast. All the pleasant pictures, all the miracles wrought, will be presented in order that, if possible, the very elect will be deceived. The only hope for anyone is to hold fast the evidences that have confirmed the truth in righteousness (The Review and Herald, August 9, 1906).Miracles Wrought Under Supervision of the Enemy—[Matthew 7:21-23 quoted.] These may profess to be followers of Christ, but they have lost sight of their Leader. make an image. This refers to a replication of Antichrist that is related to the throne he will erect during the abomination of desolation, halfway into the Tribulation period. This will happen in the Jerusalem temple when Antichrist abolishes the former false world religion and seeks to have people worship him alone as God (cf. Dan 9:27; Dan 11:31; Dan 12:11; Mat 24:15; 2Th 2:4). The false prophet and Antichrist again will deceive the world with a clever imitation of Christ, who will later return and reign from the true throne in Jerusalem.

—History will be repeated. False religion will be exalted. The first day of the week, a common working day, possessing no sanctity whatever, will be set up as was the image at Babylon. All nations and tongues and peoples will be commanded to worship this spurious sabbath. This is Satan's plan to make of no account the day instituted by God, and given to the world as a memorial of creation.The decree enforcing the worship of this day is to go forth to all the world. In a limited degree, it has already gone forth. In several places the civil power is speaking with the voice of a dragon, just as the heathen king spoke to the Hebrew captives.Trial and persecution will come to all who, in obedience to the Word of God, refuse to worship this false sabbath. Force is the last resort of every false religion. At first it tries attraction, as the king of Babylon tried the power of music and outward show. The Question Before Us Now—The Sabbath question is to be the issue in the great final conflict, in which all the world will act a part. Under the jurisdiction of the man of sin, men have exalted a false standard in complete opposition to God's enactment. Each Sabbath institution bears the name of its author, an ineffaceable mark showing the authority of each. The first day of the week has not one particle of sanctity. It is the production of the man of sin, who strives in this way to counterwork God's purposes.God has designated the seventh day as His Sabbath. [Exodus 31:13, 17, 16 quoted.]Thus the distinction is drawn between the loyal and the disloyal. Those who desire to have the seal of God in their foreheads must keep the Sabbath of the fourth commandment. Thus they are distinguished from the disloyal, who have accepted a manmade institution in place of the true Sabbath. The observance of God's rest day is a mark of distinction between him that serveth God and him that serveth Him not (The Review and Herald, April 23, 1901).

a mark. In the Roman Empire, this was a normal identifying symbol, or brand, that slaves and soldiers bore on their bodies. Some of the ancient mystical cults delighted in such tattoos, which identified members with a form of worship. Antichrist will have a similar requirement, one that will need to be visible on the hand or forehead.

Another beast, which has two horns like a lamb, but speaks as a dragon.
Those who understand the first beast to denote a worldly power, take the second to be also a persecuting and assumed power, which acts under the disguise of religion, and of charity to the souls of men. It is a spiritual dominion, professing to be derived from Christ, and exercised at first in a gentle manner, but soon spake like the dragon. Its speech betrayed it; for it gives forth those false doctrines and cruel decrees, which show it to belong to the dragon, and not to the Lamb. It exercised all the power of the former beast. It pursues the same design, to draw men from worshipping the true God, and to subject the souls of men to the will and control of men. The second beast has carried on its designs, by methods whereby men should be deceived to worship the former beast, in the new shape, or likeness made for it. By lying wonders, pretended miracles. And by severe censures. Also by allowing none to enjoy natural or civil rights, who will not worship that beast which is the image of the pagan beast. It is made a qualification for buying and selling, as well as for places of profit and trust, that they oblige themselves to use all their interest, power, and endeavour, to forward the dominion of the beast, which is meant by receiving his mark. To make an image to the beast, whose deadly wound was healed, would be to give form and power to his worship, or to require obedience to his commands. To worship the image of the beast, implies being subject to those things which stamp the character of the picture, and render it the image of the beast. The number of the beast is given, so as to show the infinite wisdom of God, and to exercise the wisdom of men. The number is the number of a man, computed after the usual manner among men, and it is 666. What or who is intended by this, remains a mystery. —History will be repeated. False religion will be exalted. The first day of the week, a common working day, possessing no sanctity whatever, will be set up as was the image at Babylon. All nations and tongues and peoples will be commanded to worship this spurious sabbath. This is Satan's plan to make of no account the day instituted by God, and given to the world as a memorial of creation.The decree enforcing the worship of this day is to go forth to all the world. In a limited degree, it has already gone forth. In several places the civil power is speaking with the voice of a dragon, just as the heathen king spoke to the Hebrew captives.Trial and persecution will come to all who, in obedience to the Word of God, refuse to worship this false sabbath. His number is 666. This is the essential number of a man. The number six falls one short of God's perfect number, seven, and thus represents human imperfection. Antichrist, the most powerful human the world will ever know, will still be a man, i.e., a six. The ultimate in human and demonic power is a six, not perfect, as God is. The threefold repetition of the number is intended to reiterate and underscore man's identity. When Antichrist is finally revealed, there will be some way to identify him with this basic number of a man, or his name may have the numerical equivalent of 666. (In many languages, including Hebrew, Greek, and Latin, letters have numerical equivalents.) Because this text reveals very little about the meaning of 666, it is unwise to speculate beyond what is said. What Does 666 Mean? Numbers are important in Scripture in two ways: (1) they speak to God's exactness and (2) they represent certain recurring ideas. The number 666 is mentioned only in Rev 13:18. The significance of the number itself is not explained, so speculation about the meaning must be cautious and limited.
